District council sets final budget

A budget to protect and grow the environment, communities and businesses while seeing the district through the reorganisation of local government in Northamptonshire, has been approved by South Northamptonshire Council (SNC).Set alongside its 2019/20 Business Plan, SNC approved a budget of £14.6million to deliver services to the 36,067 households in the district; including waste and recycling, street cleaning, planning, housing, economic growth and leisure services.That equates to £191.33 for the average Band D home, up from £185.78 in 2018/19 and an increase of just over 10p a week.Cllr Peter Rawlinson, SNC's portfolio holder for Finance and Governance, said: "This Council has maintained and improved the quality of its services during a period of prolonged financial uncertainty and significant change."That uncertainty and change are set to continue and we have to be realistic about what we can achieve in the coming years giving that in all likelihood the council will cease to exist sometime during 2020."But good management of what we have available means we are still able to approve spending on improvements to Towcester Centre for Leisure; we've created a fund to replace inefficient and expensive heating systems in households suffering fuel poverty, and we're investing further in our commercial waste service which is making a good income and in turn supports other services."The 2019/20 SNC Business Plan centres around three priorities: Protect, Green and Clean, Thriving Communities and Wellbeing, and District of Opportunity and Growth.The Business Plan is largely an update of the previous year's, but accounts for the separation of SNC from Cherwell District Council in preparation for SNC becoming part of the new council for west Northamptonshire.SNC is also responsible for collecting Council Tax on behalf of other authorities in the county and this year's bill will comprise precepts for a band D property from: Northamptonshire County Council (NCC) for £1,146.38 NCC Adult Social Care for £89.72, Northants Police Crime Commissioner for £245.04, Northants Fire and Rescue for £60.76 and an average town/parish council precept of £85.51.To read the full SNC Business Plan and Budget, visit http://bit.ly/SNCCouncilSettingMeeting
